Duterte has Gone Crazy in Corrupting and Criminalizing the PNP and AFP

Duterte has really gone crazy. First, he has corrupted and criminalized the police all over the country by inciting them to arrest people without judicial warrant and murdering them by the thousands on mere suspicion of being drug addicts and pushers. He has induced the police with payments of 10,000 to 20,000 pesos per victim and with merits and promotions. It is not vigilantes or civilian agents who have made money on the mass murder but the policemen themselves who have authenticated the suspects as drug addicts nd pusher.

Now, Duterte is frenziedly corrupting and criminalizing the officers and personnel of the AFP by inciting and inducing them to kill suspected CPP and NPA members under the pretext of offering the bounty money of 20,000 to 100,000 pesos per victim to civilian bounty hunters. Civilians themselves will find it too risky and will not dare go out hunting for the NPA in the forest or guerrilla fronts. The corrupted and criminal soldiers of Duterte will themselves carry out the abductions and mass murder under Oplan Kapayaan in the same way that the police have done under Oplan Tokhang.

The crazy behavior of Duterte is justified by my supposed but fabricated order for the NPA to kill one enemy soldier daily in 17 regions. I am not as crazy as Duterte to make such an order. In the first place, I have no authority to make such an order. Actually, if anyone makes a realistic estimate of the NPA´s potential for punishing its enemy, the multiplier is not only 17 regions but 100 guerrilla fronts.###
